Requirements:
own equipment (an acoustic and electronic kit would be radical)
versatility is a major plus. Must be able to rock the kit but also know how and when to provide more of an ambiance / accompaniment (joy division and radiohead are a good example of this – the use of both loops / electronic sounds & beats mixed with live drums)
able to rehearse twice a week. play out semi frequently (1-2gigs a month @ first)
reliable access to vehicle or public transport.
21+ or a good fake id
serious hard working and dedicated (must be reliable!)
